If the reason for a missed month was unconnected with factors affecting the mortality rate (say, the driver was in court, paying a parking fine), then it can be argued the risk of bias is much less.

In reality, this is seldom the case. For example, if the data were missed because of an accident, or vehicle breakdown - these are most likely to occur when the weather is at its worst. Therefore, even apparently unconnected events, such as funding shortfalls, have an uncomfortable habit of coinciding with regular seasonal events - including hot-spells, cold periods, and holidays.
