In this case the test statistic being the ratio of the sample means, not their difference. This is a perfectly reasonable statistic because it we would expect any treatment to affect catches proportionally.

It is certainly unreasonable to assume that using, say pour-on, would reduce a catch of 10,000 Stomoxys by 10, and to reduce a catch of 1 fly by 10 as well. - It is not easy to catch a negative number of flies!
