One example is when the treatment factor is a measurement variable and the response variable is measured on only one experimental unit at each of several treatment levels.

Inferential statistics (namely regression analysis) can still be used to assess whether there is a significant treatment effect by determining whether the slope of the response variable against treatment level differs significantly from one - or to attach confidence intervals to the fitted line.
